Rule 59
Duties, Duties and Powers of Metropolitan Police Precinct Chief
: Under the direction and control of the Metropolitan Police Commissioner's Office, the duties, duties and powers of the Metropolitan Police Precinct Chief within his area of responsibility shall be as follows:-
(a) Effective mobilization, monitoring, controlling and giving necessary instructions of police manpower (b) Arranging patrolling, guarding, etc. within the area of the premises as required, doing other work related to peace and security, (c) To maintain the conduct and discipline of the police personnel, to improve work efficiency and performance capacity, to make them conscientious and to keep the morale high, inspect each police office under the premises at least three times a year and give necessary instructions as well as indicate in the inspection book,
(d) Evaluating the work of the police office and police personnel, and conducting character development including punishments and rewards (e) Arrange hearing of complaints of subordinate police personnel,
(f) to formulate and implement effective plans for the prevention and control of adverse security activities and crime and to provide people-oriented police services,
(G) To investigate the crimes mentioned in schedule-1 of the Governmental Cases Act, 2049 and the crimes designated to be investigated by the police in accordance with the prevailing law, using scientific methods to investigate effectively and quickly as well as providing necessary assistance in the investigation,
(h) To keep or cause to be kept records relating to the details of the cases investigated and investigated (i) In coordination with the relevant public prosecutor in the course of the investigation, investigation, investigation of the crime carried out by the court or other offices, and in the course of other official work determined by the law, to speed up or cause the police to do the work,
(j) Collecting personal details of persons living in houses or dwellings in connection with crime control or investigation,

(d) To keep and cause to be kept information about the activities of non-Nepali persons residing permanently or temporarily within their jurisdiction,
(d) According to the policy implemented by the taluk office, making or making arrangements for the security of highly specific and special persons, as well as monitoring the security arrangements of the subordinate offices and giving necessary instructions,
(n) Arrange for regular monitoring of security personnel deployed to provide security services from the private sector,
(p) To manage the necessary to minimize the damage caused by the disaster and also to manage or arrange rescue with readiness during the disaster,
(th) managing or causing traffic within its area of responsibility,
(D) To make the work of the police more effective, to arrange an environment of coordination and cooperation among the subordinate police offices (d) Prepare emergency and special security plans and implement them as needed, keeping in mind the extraordinary situation that may arise in peace and security within any area of the premises,
(N) Communicating and coordinating with local administration, district-based governmental and non-governmental organizations and offices and international border counterpart authorities in security and crime control as needed,
(p) Discussing with the head of the counterpart police office at least once a year security, crime prevention and control and joint police operations and exchanging necessary support,
(f) To promote the protection of human rightsIn addition to making or making a special plan for the protection of the rights of the helpless, women and children, (b) keep or cause to be kept in good order the government treasures, goods etc.,
(B) Arrange for the chief district officer to inspect the metropolitan police premises at least once a year and also to carefully implement the orders given by him to maintain the peace and security of the district and submit a report.
(m) To prepare a report on the following written matters in his area to the Taluk Police Office and to the Police Officer replacing him when he leaves the office after being transferred or promoted:-
(1) Circumstances relating to crime,
(2) A person who abets the commission of a criminal act,
(3) A person harboring persons engaged in crime,
(4) Bad persons and such persons tending to Velajamma and sensitive places,
(5) Political activity,
(6) Other matters important from the point of view of police operations.
(Y) To send reports to the head of the Taluk Police Office as soon as necessary or monthly and annually on matters of police unit and manpower, planning and operations, daily peace and security, crime investigation, national and public importance,
(R) To follow or cause to be instructed by the Taluk Office as well as to perform or cause other actions as specified by the prevailing law.
